Rennes wants to extend the dissociation of buildings and land

"It works very well on social accession, there is no reason that it cannot work on all public land. We consider that housing is not a commodity like any other", declared Thursday the president (PS) of the metropolis Nathalie Appéré during the presentation of the future local housing program (PLH) for 2023-2028.

Already effective in foreign countries like in England, this practice, in France, is for the moment accessible only on social criteria.

By dissociating the land from the building, a household can acquire a home at a price almost half that offered on the free market.

In Rennes, where the price per square meter in the city center has increased by nearly 20% in three years, the generalization of this practice on all public land is presented by the metropolis as "pioneer" and "innovative".

In its future PLH, one of the objectives of which is to regulate prices, the metropolis is proposing several other solutions such as controlling the prices of housing on rental platforms such as Airbnb, producing more social housing in areas in high tension or even "recycling " buildings - for example, offices - into housing.

The metropolis thus plans to create 5.000 housing units per year (including 1.250 social rental units), compared to 4.000 in the previous PLH.

"It is more and more difficult to find accommodation in the metropolis and the prices are higher and higher. It is up to us to find tools to further regulate this housing market so that everyone can find accommodation in the metropolis. “, assured Ms. Appéré.

Requests for social housing have continued to increase in recent years: in 2022, 26.533 requests were sent to metropolitan France, twice as many as ten years ago, for 4.278 allocations.

At the same time, 11.000 people are "devoid of a personal home" and live, for example, with friends or with third parties while they find accommodation, according to the metropolis.

The final adoption of the PLH is scheduled for December 2023.
