Publication of the 2026 Housing Information Booklet Observatory: the system is becoming essential in new construction but still needs to be implemented in existing buildings

Since January 2023, the Housing Information Booklet (CIL) has been mandatory for new constructions as well as for dwellings undergoing energy renovation work. More than three years after its implementation, what conclusions can be drawn from its rollout? How many CILs have been created? Has it become widespread across all types of housing, both multi-family and single-family? Are there any regional disparities? Etc.

To answer these questions, the Association of CIL Operators, which includes QUALITEL Solutions, NRGYS, Mon Suivi Logement, PMB Software, and the EX'IM Group, is publishing the second edition of its digital CIL observatory. Among the main trends, one observation is clear: while the system is gradually becoming a standard in new construction, its adoption remains very limited in existing buildings.

Like a health record or a vehicle maintenance log, the Housing Information Booklet (HIC) centralizes all the useful information for an apartment or house (plans, equipment, diagnostics, invoices), in order to facilitate use, maintenance and improvement over time and to ensure continuity during changes of ownership.

An average of 70.000 notebooks created per year

Since 2023, 210.745 CILs have been created, an average of approximately 70.000 per year, with progress observed each year.

This figure reflects an adoption that is becoming more widespread in housing delivery processes.

A feature that has become standard in new construction but is still infrequent in existing buildings.

The CIL is gradually establishing itself as a reference tool for property developers and builders of individual houses, who wish to provide an additional service to their clients.

95% of the notebooks concern new housing, with a slight annual increase.

Conversely, in the context of energy renovation projects, its adoption remains extremely limited.

There are several explanations for this: the lack of communication from public authorities on the scheme, individuals who are still not sufficiently aware of the benefits of a DPO, and professionals who struggle to offer the DPO to their clients.

The park in question: a heterogeneous distribution

The distribution of the logbooks according to housing type and sector is quite unbalanced. It mainly affects:

Apartments, for 73,6% vs 26,4% for houses.
Private sector: 90,5% vs 9,4% for the social sector.

The vast majority (95,5%) of CILs are initiated by construction professionals.

The findings of the Association of Data Protection Officers

For the Association of CIL Operators, the challenge for the coming years is clear: to consolidate the installation of CIL in new construction and make it an essential tool for energy renovation in existing buildings. To achieve this, it is necessary to continue promotional efforts to encourage its adoption by renovation professionals and individuals.

The association points out that the Government's initial ambition was to make the housing information logbook the "health record" of buildings, central to the national energy transition strategy. Furthermore, the European Commission is working on a project to generalize this building logbook (Digital Building Logbook) by 2028.
