No budget, no housing, a social crisis looming

Parliamentarians' inability to agree on a 2026 budget deprives the entire construction sector of a stimulus for new housing and undermines ambitions for energy-efficient renovations. At a time when the housing crisis is worsening throughout France and provoking a powerful sense of social exclusion, this failure by Parliament on a consensus text is irresponsible.

The entire sector has been waiting for months for the implementation of an effective "private landlord status" to encourage French people to invest in housing and develop the rental supply. Too much delay in recent weeks, too many diverse and varied demands, are jeopardizing this crucially urgent recovery. Meanwhile, agreements reached in favor of social housing are falling through.

The result now is a further decline in the supply of housing for the French despite a slight increase in the production of social housing, a weakening of businesses and the destruction of 65.000 jobs since 2022 in the construction sector.

The Housing Alliance calls on parliamentarians to take this crisis seriously and to propose, as quickly as possible, a robust support mechanism for construction, leveraging the status of private landlords and the reduction of the RLS (Rent Reduction Scheme). Housing and employment for the French people cannot be held permanently hostage to political maneuvering in the lead-up to 2027.

For the past three years, the sector has consistently proposed concrete measures and demonstrated agility, but there is no overall ambition. It's time to move beyond grand pronouncements about housing and address the needs of the French people. Industry professionals are losing faith in politicians' promises.
