A Marseille slum landlord was sentenced on Monday March 3 in Marseille to three years in prison, one of which was suspended on probation, for renting out 29 unsanitary and dangerous studios in a former university residence transformed into a vertical shanty town.
A deferred arrest warrant was issued for the execution of two years of imprisonment, a sentence to which is added a fine of 150.000 euros.
After former police officer Gérard Gallas, sentenced in January 2024 to five years in prison, one of which was suspended with probation, the conviction of Abdelmajid Bensaïd Aouel is the second heaviest sanction imposed on a slum landlord since the Marseille prosecutor's office made the fight against substandard housing a priority of its criminal policy.
Former director of McDonald's restaurants, former assessor of the social security court and legislative candidate, Abdelmajid Bensaïd Aouel, 42, presented himself during the debates as "a victim of public policies" in terms of housing, driven by the desire to help people in difficulty.
The court, on the other hand, considered that he had "shown little credence to the human dignity of his tenants".
Owner of 34 properties including his villa in Aubagne (Bouches-du-Rhône) and a holiday home in Antalya in Turkey, he had, between 2015 and 2021, acquired 29 of the 269 small apartments in Gyptis, an eight-storey residence, hit by several safety and unsanitary orders.
The average of its acquisitions was 12.750 euros for rents collected around 400 euros.
