MaPrimeRénov' suspended from January 1st: the sector denounces a new setback for energy renovation

"I told you, no budget, no ticket window," he declared on France 3. "We were hoping to be able to get back on track in January, having properly planned the entire system, but indeed with a special law, that will not be possible, so we will not be able to reopen the ticket window," he added.

"In fact, the special law is not a budget, it's a kind of patch that prevents everything from being blocked, but on the other hand, it blocks all non-contractual spending," the minister explained.

"Without a budget, we won't be able to disburse the money," he added. "So we're not going to open a window and say, 'Submit your applications and then we'll tell you in two or three months whether we're able to finance them or not.' That wouldn't make sense."

In this context, Mr. Jeanbrun called for a budget to be adopted "as quickly as possible".

He had warned on December 13 that without a budget, the MaPrimeRénov' energy renovation aid scheme would be suspended again, after having been suspended for several weeks at the beginning of 2025, then partially during the summer.

For Hellio, "a new setback for energy renovation"

The announced suspension of MaPrimeRénov' on January 1st, due to a lack of approved budget, constitutes a new episode of regulatory instability for energy renovation.

This interruption must be placed in the context of the 2026 draft budget, marked by a reduction in the funds allocated to MaPrimeRénov'. It applies to all Anah schemes, unlike the previous summer suspension, which was limited to major renovations.

After several adjustments and interruptions in recent years, this new setback maintains a climate of uncertainty for both households and professionals in the sector.

Beyond the budgetary question, this situation sends a contradictory signal at the very moment when accelerating energy renovation is essential to meet climate challenges and reduce energy bills.

For Hellio, the energy transition cannot proceed in fits and starts. It requires a stable, clear and predictable framework, allowing industry players to make long-term commitments and households to plan their renovations with confidence.

Following the statements by the Minister for Housing, Vincent Jeanbrun, indicating that in the absence of final adoption of the draft finance bill, the MaPrimeRénov' scheme would be automatically suspended, the Union of Independents and Very Small Businesses (SDI) is warning of the immediate and lasting economic consequences of such a situation for small building businesses.

A direct shock for very small businesses in the construction sector

On the ground, the effects of a suspension are now clearly identified, particularly in 2025: postponed or cancelled construction projects, frozen quotes, weakened cash flow, and threatened local jobs. Very small businesses in the construction sector operate on short cycles and have a limited capacity to absorb administrative shocks. For them, the closure of the MaPrimeRénov' online application portal is tantamount to a sudden halt in activity.

Instability is more dangerous than the level of aid.

The SDI emphasizes that unstable and intermittent public aid is more destructive than a less generous but stable and predictable system. Repeated suspensions fuel a climate of distrust among households, who delay or abandon their energy renovation projects, leading to a depletion of order books for local businesses.

A triple misinterpretation: economic, social and ecological

The repeated suspension of MaPrimeRénov' is an economic misstep, weakening a sector intensive in non-relocatable jobs; a social misstep, penalizing households dependent on this aid to undertake work; and an ecological misstep, concretely slowing down the energy renovation of the building stock.

The SDI's appeal

The SDI calls on public authorities to secure the continuity of MaPrimeRénov', regardless of parliamentary uncertainties, in order to guarantee visibility for households, economic stability for small businesses in the building sector and the credibility of the public policy for energy transition.

According to Mac SANCHEZ, General Secretary of the Union of Independent Workers and Very Small Businesses: "For very small businesses in the construction sector, the problem is no longer the amount of MaPrimeRénov', but its unpredictability."
