MPs adopt two measures requested by building professionals to combat energy renovation fraud

On 27 January, MPs resumed debates on public aid fraud and examined a bill incorporating measures on energy renovation. Two measures concerning RGE construction sites were adopted.

The first measure concerns the prohibition of subcontracting beyond two levels on the MaPrimeRénov' (MPR) and MaPrimeAdapt' (MPA) operations and the second concerns the impossibility for a company not qualified as RGE to subcontract work within the framework of MPR.

The FFB announced on Linkedin that "these new measures, adopted by the National Assembly, are an initial response to the expectations of the FFB - French Building Federation, which welcomes this progress. This obviously needs to be confirmed by the Senate. The FFB will continue the battle to ratify these courageous measures."

For its part, CAPEB welcomes a major step forward against fraud in aid for the renovation and adaptation of housing and welcomes the introduction into the adopted text of two measures that it proposed and defended to the deputies:

The ban on cascading subcontracting beyond 2 ranks for MaPrimeRénov' and MaPrimeAdapt'.
The ban on a company that is not RGE (Recognized Environmental Guarantor) qualified from subcontracting assisted energy renovation work under MaPrimeRénov' and the rejection of an amendment aimed at removing this provision, against which CAPEB and its network have campaigned strongly.

For Jean-Christophe Repon, president of CAPEB: "These decisions represent an essential step in the fight against fraud, which has significantly contributed to affecting budgets dedicated to renovation, as well as the confidence of households and professionals in these support systems. They also mark a major step forward in favor of the massification of energy renovation work, essential to meet the challenges of the environmental transition. Finally, they provide an initial concrete response to the difficulties of craft construction companies, which are experiencing a 6% drop in activity in the fourth quarter of 2024. CAPEB is pleased to have finally been heard, one year after these measures benefited from favorable arbitrations by ministers Christophe Béchu and Guillaume Kasbarian. It was about time. The fight continues."
