The Medef has sent a turnkey "draft law" to Matignon to enable France to improve its competitiveness

"Registered with the presidency of the National Assembly on February 2025, XNUMX" and "presented by Mr. François Bayrou, Prime Minister": in a document presenting all the appearances of a real bill, the Medef proposes to the head of government to take up its proposals for an "economic acceleration" of the country.

The employers' organization wishes to "respond quickly to the challenges of French attractiveness and competitiveness", it indicates in the preamble, in an explanatory statement which precedes thirteen articles of law.

The Medef wants first of all to "secure investments on the national territory" via an "administrative shield" which would allow the investor to be assured of "the stability and security of the regulatory framework" for five years.

For any private investment project worth more than 100 million euros, the employers' organisation wants to be classified as a "major national interest project" allowing them to benefit from "accelerated administrative procedures".

These accelerated procedures offer in particular a reduction in the procedures to be followed in environmental and town planning matters.

On these two subjects, the Medef also advocates that "silence" is equivalent to "acceptance" beyond a period of six months for all requests for environmental authorization and two months for building permits.

In the article of law that it proposes on this subject, the Medef specifies that "silence" would be considered "acceptance" for "all requests for environmental authorization, including the approval of hazard studies relating to installations classified for the protection of the environment (ICPE), including SEVESO sites".

The employers' organization also wants the government to pass "the removal of a level of jurisdiction for appeals" concerning "disputes relating to strategic industrial and logistics projects."

According to the Medef, all these measures would contribute to restoring "confidence" among economic players, without which "France will only have its complex standards and long administrative procedures left".

This bill "does not alter or degrade existing ambitions and obligations, but strengthens them by making them applicable to the economic players concerned", believes the Medef.
