Increase in non-road diesel fuel: the decree formalizing aid to very small construction companies has been published

This exceptional aid, announced at the end of April by the government, concerns small construction companies that meet several eligibility criteria. It provides financial support of 20 euro cents per liter of non-road diesel (GNR) purchased during the month of May 2026.

Which construction companies are eligible for GNR aid?

The scheme is aimed at companies with up to 20 employees and using non-road diesel in their construction site activities.

The decree specifies that the sectors concerned include, in particular:

• the construction of roads and highways;
• tunnel works;
• demolition operations;
• earthworks;
• general masonry and structural work activities;
• the carpentry work;
• as well as other building and public works trades.

Candidate companies must also meet several financial conditions:

• an annual turnover of less than 50 million euros;
• or a balance sheet total not exceeding 43 million euros;
• and not have any outstanding tax debts exceeding 1.500 euros.

Amount of fuel aid for construction companies

The official text states that "Its amount is equal to 20 euro cents per litre of non-road diesel billed between May 1 and 31, 2026 inclusive" and that "the aid paid is limited to 4.000 euros per company".

This financial compensation relates exclusively to purchases of GNR made during the month of May 2026.

How to apply for GNR 2026 assistance?

Applications must be submitted online between June 8 and July 3, 2026 via a paperless procedure.

The application must include, in particular:

• a declaration on one's honor;
• the invoices for the purchase of non-road diesel (GNR) for the month of May;
• a summary spreadsheet conforming to the model made available on the impots.gouv.fr website.

This aid may be reimbursable in certain cases.

The decree also includes a repayment clause for certain beneficiary companies.

It is thus specified that the aid must be "returned" when the total amount received "exceeds 600 euros" if the "gross operating surplus of the fiscal year including the month of May 2026" of the company is "positive and greater than or equal to 98% of that of the previous fiscal year".

A measure linked to the rise in fuel prices

This fuel aid for the construction industry was announced on April 21 as part of a set of measures intended to support households and several professional sectors facing the sustained rise in fuel prices, in a context marked by the war in the Middle East.
