In Norway, the government is moving into its new headquarters, 15 years after the Breivik attack.

On July 22, 2011, Breivik first detonated a bomb in a van near the government headquarters in Oslo, killing eight people, then killed 69 others, mostly teenagers, by opening fire on a Labour Youth summer camp on the island of Utøya.

"In Norway's history, we talk about post-war reconstruction, today we celebrate reconstruction after terrorism, which says a lot about the vulnerability of the modern society in which we live," Prime Minister Jonas Gahr Store said in a speech marking the official reopening of government offices.

The government complex had been heavily damaged in the attack, and some buildings had become unusable.

The cost of its reconstruction, which began in 2021, is estimated at over 50 billion crowns (4,5 billion euros), according to the NTB news agency.

The first 2.200 employees from six ministries moved into the complex on Monday, which will eventually house some 4.100 civil servants.

"We must not forget, we must preserve history, honor those we have lost and support those who are still scarred by terrorism," Mr. Store said.

The new complex, which also includes a permanent memorial center and artwork commemorating the massacre, is due to be fully completed in July, according to Mr. Store.

Anders Behring Breivik was sentenced in 2012 to 21 years in prison, the maximum sentence at the time, which could be extended as long as he remained considered a threat to society. This sentence included a minimum of ten years.

The right-wing extremist, now 47 years old, said he killed his victims because they adhered to multiculturalism.
