In Germany, the greening of electricity production will be slowed down by 2025.

Last year, clean energy accounted for 58,8% of the German energy mix, 0,3 percentage points more than in 2024, according to the annual report of the German energy regulator.

The greening of electricity production is therefore slowing down after significant progress made since 2021, when renewable sources (wind, solar, hydro...) constituted only 43% of the total.

Adverse weather conditions – particularly weak winds in the first half of the year – are largely reflected in these figures, Konstantin Zerger, an expert with the environmental NGO DUH, told AFP.

But the shift in energy policy initiated under Chancellor Friedrich Merz could reinforce this trend.

"We fear a trough ahead," said Economy Minister Katherina Reiche, who took office in May, after promising to reduce subsidies for green energy and rely more on the construction of gas-fired power plants.

The new coalition led by the conservative Friedrich Merz advocates a more flexible energy policy to revive the struggling industry.

In 2025, wind power remained Germany's leading source of energy, accounting for 30,3% of total electricity production, compared to 32% in 2024, according to the annual report.

Next comes photovoltaic energy, which recorded the strongest growth this year, climbing from 14,7% to 16,9%.

"This is mainly due to a sharp increase in production capacity, of nearly 10 gigawatts, as well as above-average sunshine in spring and summer," explains the annual report.

Solar power has thus surpassed the share of lignite (brown coal) for the first time, which has fallen from 16,4% to 15,3%.

Nevertheless, the BSW industry federation on Monday asked the government to "absolutely avoid a deterioration of the regulatory framework" for photovoltaics, particularly the financing conditions for solar installations.

The share of two other fossil fuels, coal and natural gas, increased last year.

The German coalition insists it wants to preserve the country's climate goals, namely reaching 80% green energy in electricity production by 2030 and completely phasing out coal by 2038.

In 2025, Germany remained a net importer of electricity, dependent in particular on Denmark and French nuclear power, but reduced the gap with its exports, the report adds.
