Housing First Plan: 800.000 homeless people rehoused since 2018

Launched by Emmanuel Macron in 2017, this plan aims to facilitate the transition of vulnerable people from the streets to housing, in order to reduce the number of homeless people and alleviate the saturation of emergency accommodation facilities.

219.800 social housing units have been allocated to people who were in emergency accommodation or living on the streets. Their share of social housing allocations has doubled, rising from 4,1% to 8,5% between 2017 and March 2026, the ministry indicated, on the occasion of National Family Home Week.

The State finances 93.000 places in rental intermediation, of which 59.000 have been created since January 2018, representing an increase of 165%.

This scheme mobilizes private owners who rent their property to a person in difficulty, via an association, at a reduced rent in exchange for tax advantages.

26.600 places in family-style boarding houses are "dedicated to the most isolated and permanently excluded people", including "11.163 places opened since 2017, representing an increase of 72%", the ministry specifies.

In June 2023, the government launched a second five-year plan for housing and the fight against homelessness, known as "Housing First", extending the first (2017-2022) which had enabled some 440.000 homeless people to access permanent housing.

This scheme, which brings together state services, local authorities, associations and landlords, offers direct access to permanent housing with social support tailored to the most disadvantaged.

"Housing First" aims to relieve pressure on emergency accommodation centers and allow them to return to their primary purpose of providing temporary accommodation for people in great distress.
