Former Minister Emmanuelle Cosse re-elected as head of the HLM movement

The current president of the Social Union for Housing (USH), Emmanuelle Cosse, was re-elected on Wednesday, October 16, for four years at the head of this confederation of lessors, who represent 80% of social housing.

The former Minister of Housing from 2016 to 2017 under the presidency of François Hollande took the reins of the HLM movement in 2020 and was re-elected by the USH general assembly on Wednesday.

Since her arrival, she has defended the need to give social landlords the means to build new social housing and renovate existing ones. In her profession of faith, she positions herself in favor of "the revival of social access" to property.

She is particularly protesting against the reduction in the solidarity rent (RLS), which represents more than 8 billion euros taken by the State since 2018 from the rental income of social landlords.

Emmanuelle Cosse promises to continue to "put all (her) energy at the service of an exemplary sector that is essential to our country" and adds that the USH "has the responsibility to give a strong voice to a collective of organizations engaged in their territory", in a context of serious housing crisis, according to the USH press release.

The former national secretary of Europe Ecologie Les Verts (EELV) was opposed to Valérie Fournier, president of the federation of Social Housing Enterprises (ESH), which in 2022 brought together 165 HLM organizations and 43% of HLM housing.

In her profession of faith, she defended "more democratic governance of our Union", the revival of dialogue with public authorities and social diversity.

This second term should be the last for Emmanuelle Cosse, in accordance with the statutes of the USH.
