Faced with climate risks, MPs are opening the door to an increase in insurance premiums.

The right and far right abstained on the text, which was supported by the rest of the chamber.

The cross-party text put forward by the socialist Fabrice Barusseau authorises, under conditions framed by decree, a modulation of insurance premiums for secondary residences and professional assets worth more than 20 million euros, in order to ensure the financial sustainability of the "Cat Nat" scheme.

"Years of deficit, a sharp rise in claims and an insurability crisis that is beginning to emerge: rising premiums, rising deductibles, partial withdrawal of insurers in certain areas. If we do nothing, it is access to insurance itself, and therefore to property and investment, that will be called into question in certain territories," the rapporteur warned.

Floods, the cost of droughts (particularly through the phenomenon of clay shrinkage and swelling), marine submersion: "according to France Assureurs, the total amount of claims related to natural hazards would reach 143 billion euros cumulatively between 2020 and 2050, an increase of 93% compared to the period from 1989 to 2019," writes the MP for Charente-Maritime in his report.

Several members of parliament from the Ensemble pour la République group, the right wing, and the National Rally had tabled amendments to remove this provision, expressing concern about its "financial impact" on policyholders and a challenge to the principle of "universal" access to insurance. However, they were unsuccessful, despite government support.

In the bench, the Minister Delegate for Ecological Transition, Mathieu Lefèvre, notably recalled that "the rate of the natural disaster surcharge has already increased in 2025 from 12% to 20%".

Another article in the bill, in its original version, aimed to make it mandatory to rebuild damaged property in a "resilient" manner after a disaster. "Rebuilding exactly as it was is setting the stage for the next catastrophe," the rapporteur explained.

Several government amendments have softened the measure, one of which allows policyholders to oppose it in exchange for an increase in their deductible.
