Extension of bonuses, incentives and key developments for collective renovation

This decree modifies the regulatory framework for large-scale energy renovations, for both single-family and multi-family dwellings, and extends several "Coup de pouce" (Boost) incentives. While it covers the entire residential stock, the decree does not, however, extend the incentive for large-scale renovations of single-family homes and apartments to Energy Savings Certificates (CEE) delegates, a process that remains solely possible through the National Housing Agency (Anah). This change would significantly accelerate these projects and contribute to revitalizing the sector, which is capable of handling the influx of applications.

These planned changes will come into effect on January 17, 2026 and will apply to operations initiated from that date.

The decree notably provides for:

The following standardized operation sheets have been modified:

• BAR-TH-174 “Major renovation of a detached house (Metropolitan France)”
• BAR-TH-175 “Major renovation of a detached apartment (Metropolitan France)”
• BAR-TH-177 “Comprehensive renovation of a multi-family residential building (Metropolitan France)”

The extension of the "Coup de pouce" bonuses associated with these operations:

• "Major renovation of a house or individual apartment"
• "High-performance renovation of a multi-family residential building"

The main developments concerning the renovation of a multi-family residential building:

• the extension over the entire duration of the 6th period of the CEE scheme until December 31, 2030 of the bonus "Boost for the efficient renovation of a collective residential building" (i.e. for operations undertaken from January 16, 2026 until December 31, 2030).
• an evolution of the standardized form on the overall renovation of collective residential buildings (BAR-TH-177), with the introduction of a deadline for commitment of operations set at December 31, 2030;
• the possibility, for this operation, of supplementing the energy audit with the new ADEME certificate, incorporating the new conversion coefficient of final energy into primary electricity energy;
• The classes before/after works are now those appearing on this certificate.

According to Pierre-Marie Perrin, Director of Public Affairs and Communication for the Hellio Group: “With the 80th Energy Savings Certificate (CEE) decree, the State is sending a strong signal in favor of long-term collective energy renovation. The extension of the Energy Efficiency Bonus until 2030 and the BAR-TH-177 form secure projects for co-owned properties and social housing providers. We only regret the strict conditions for valuing large-scale renovation projects of a house or individual apartment, which, as they stand, are insufficient to meet our annual targets for large-scale renovations.”
