Energy roadmap: Lecornu will sign the publication decree "at the end of the week"

Energy "is probably one of the most urgent issues" to address, the Prime Minister added in an interview with the regional press.

He justifies the issuing of a decree "because of the urgency" and because he believes that "the debates have largely taken place".

Expected for two and a half years, the Multiannual Energy Programme (PPE), France's energy roadmap until 2035, had been delayed due to political divisions over the sharing between nuclear and renewable energies.

This multi-year energy plan (PPE) is heading towards a slowdown in onshore wind and solar power because the electrification of the economy - one of the levers for reducing fossil fuels - is progressing more slowly than expected, according to the government.

Mr. Lecornu confirms that six EPR nuclear reactors "will be included in the PPE and eight more as an option", in accordance with the promises made by President Emmanuel Macron in 2022 in Belfort.

The government will also invest "in offshore wind, solar photovoltaic, geothermal" and onshore wind. But this last energy source "is sometimes a source of local conflict, so priority will be given to upgrading existing wind farms with more powerful turbines to avoid the fragmentation of the landscape," explains Mr. Lecornu.

As for the price of electricity, "it will not increase in France," he promises, thanks to an "ambitious supply strategy."

While the government is considering accompanying the publication of the PPE with a "major plan around the electrification of uses" (mobility, building, industry), Sébastien Lecornu adds that "we will have to think about incentives to accelerate" this electrification in order "to achieve that 60% of our consumption in 2030 is electric".

On the military front, the Prime Minister assures that the update of the military programming law "will arrive at the National Assembly as early as April to be adopted before the President of the Republic's speech to the Armed Forces on July 13th".

The 2026 draft budget allocates €57,2 billion to the armed forces (+13%), including €3,5 billion in additional funding not included in the current Military Programming Law (LPM). The president had requested a further €3 billion increase for 2027.

The decentralization project, which was supposed to be the subject of a single text in December, will in fact be broken down into "several texts", on which "consultation is not finished".

The first will focus on "the life of local communities, with around fifty simplification and clarification measures" and will be presented "before the municipal elections".

The second will focus on "state reform, decentralization and the clarification of a number of responsibilities" and a third text, "specific to simplifying the complex structure of the Greater Paris metropolis", will be presented "after consultation" with the various stakeholders.
