Energy renovation and CEE: what changes on October 1, 2025 for heating, transport, solar energy and DPE

Starting October 1, 2025, several changes will come into effect for the Energy Savings Certificate (ESC) system, the DPE (Energy Performance Certificate), and grants for solar installations for individuals. Experts from the Hellio group, a major player in energy management in France and committed to the energy transition, provide an update on these changes.

Published in the Official Journal, the decrees update the regulations, particularly concerning heat pump heating, electric vehicles and photovoltaics.

Here's a summary of what's changing on October 1st.

Heat pump (air/water - water/water or ground/water type) - Entry into force 74th decree

In accordance with the decree of September 6, 2025:

Extension of the commitment deadline: 12/31/2030 (vs. 06/30/2028)
CEE packages revised upwards for apartments and houses
Modification of the Coup de for Heating with a x5 bonus for these sheets, without minimum amount of financial incentive
Secondary residences are excluded from the bonus for these files

Electric vehicles - Entry into force of the 76th decree

The decree of September 8, 2025 introduces several modifications to:

The purchase or rental of a new light electric vehicle by a community or a company
- Mandatory conservation of the vehicle for at least 2 years in the case of a purchase
- Removal of the ban on reselling outside France (individuals or legal entities)
The purchase or rental of a new light electric vehicle by an individual
- Mandatory conservation: minimum 2 years
- Removal of the ban on reselling outside France
- Possibility of valuing several vehicles per beneficiary individual increased to 5 vehicles (compared to 2 previously)
- Modification of the Electric Vehicle Boost for individuals with a bonus of up to x15 for low-income households

Sunscreens

According to the decree of September 8, 2025, VAT is reduced to 5,5% for certain photovoltaic installations (< 9 kWc), subject to cumulative conditions to be met.

Energy performance diagnostic

In accordance with the DPE anti-fraud policy, diagnosticians are now subject to thresholds governing the number of DPEs they can carry out each year (1000 per year). Beyond these thresholds and without acceptable justification, the diagnostician will be suspended.
