Current situation in the precast concrete industry: 2025 review and 2026 outlook

2025 results: a decline of around 3% across all products, in volume

For concrete products intended for the building sector, the data highlights negative trends – in volume – for almost all product families, for the year 2025, compared to 2024:

• -7,1% for the in-betweens,
• -6,8% for blocks,
• -1,8% for all beams,
• -2,9% for precast slabs,
• Only concrete floor slabs saw an increase of 1,1%.

For concrete products intended for public works, the volume trend for 2025 is contrasting with that of 2024:

• -8,4% for eyes,
• -4,4% for road paving slabs,
• Only reinforced pipes (3,6%), curbs (6,6%) and paving stones (6,1%) are increasing.

For the year 2025, the activity – in volume – of the Precast Concrete Industry is experiencing a decline of around 3% compared to 2024, all products combined, throughout France.

Outlook for 2026: a rather favorable volume trend of around 0% to 3%

In a context where the recovery of construction activity will be timid, and the public works sector will experience a decline, the activity of the Prefabricated Concrete Industry will experience a slight positive evolution after three years of declining activity.

These forecasts were established at the end of December 2025, when the measures in the draft budget were still unclear. Since then, the "Housing Recovery" plan presented by the Prime Minister on January 23rd has set a target of building 2 million homes by 2030, representing 400.000 new homes delivered each year, starting in 2026. The FIB welcomes this ambition, which puts the housing issue back at the heart of the priorities.

For products intended for the building sector, the change in volume would be between 3% and 5%.

For products intended for public works, the volume change would be down, by -3%.

In conclusion, the FIB Economic Commission forecasts for the year 2026 an evolution of around 0% to 3% - in volume - all products combined - France as a whole.

After a year 2025 marked by declines in volumes of prefabricated concrete products linked to the construction sector, the year 2026 is set in a cautious, but rather favorable outlook, with activity levels in the building sector that could remain low.
