Career changes: more training courses refused due to cost

Last year, 90% of the cases referred to the mediator's services concerned the PTP, the professional transition project, which allows for the funding of certified training in order to change professions, according to this report published on Wednesday.

Among these requests related to the PTP, 73% followed a refusal of funding and the mediator notes in 2025 "a notable evolution in the reasons for refusal (...), marked by an increase in decisions based on the financial cost of projects".

The report cites, among other things, the example of a woman whose training project had been rejected for budgetary reasons but was ultimately accepted following mediation, after a review of her case. Recognized as a disabled worker, with three dependent children, this woman was at risk of becoming unfit for work due to a lack of professional retraining.

The mediator indicates that the increase in refusals due to a higher than average cost of training, but also sometimes due to the length of the training courses, is taking place "in a more constrained budgetary context", the resources of the Transitions Pro associations, which examine and finance retraining projects, having "decreased by about 13% in 2024, a decrease renewed in 2025".

The report emphasizes that "a refusal based solely on comparing the cost of a project to an average cost or solely on the duration of the training" is "legally fragile", recalling that "the assessment of a case must remain individualized".

The mediator specifically recommends clarifying how project costs are taken into account in PTP funding decisions and better valuing professional transition pathways that include prior co-investment by users.
