Building tradespeople call on the government and parliamentarians to put an end to the uncertainties that are paralysing their activity

This Call included provisions to accelerate energy renovation work for the benefit of individuals and the activity of craft businesses.

This call had been heard and made it possible to undertake constructive work with a view to regulatory and legislative translations of the provisions that had been the subject of favorable arbitrations. In particular: the stability of the MaPrimeRénov' system for 2025 and work to simplify the pathways, the simplification of the RGE qualification and the creation of an access route simplified by construction site experience, the supervision of cascading subcontracting, the facilitation of joint work by VSEs in the building sector.

Although some progress has been made, most of the common sense measures have suffered from the political instability that has persisted since the dissolution of the National Assembly, even though they essentially fall within the scope of regulatory decisions.

The incomprehension of the craft construction companies is all the greater because the budget in question today is not likely to improve their economic situation.

The 2025 budget, in fact, reflects a reduction in the envelope allocated to MaPrimeRénov', deals a severe blow to apprenticeships in the construction sector and slows down the dynamics of the energy transition accessible to all by abruptly increasing the VAT rate from 5,5% to 20% on very high energy performance gas boilers.

The only notable progress is the Senate's vote on the exemption from inheritance tax for donations made within the family up to 100.000 euros for the construction or energy renovation of a home. A positive measure to unlock savings and support the market that will have to appear in the final budget.

The fact remains that CAPEB will not be able to be satisfied with this single measure, however favourable it may be. Building tradespeople are growing impatient with so much inaction and expect political leaders to act in a stable climate, with coherence and a sense of the realities on the ground.
