Following the Prime Minister's announcement regarding a possible increase in the threshold for mandatory recourse to architectural competitions, the National Council of the Order of Architects (CNOA) is alerting the Government to the need to preserve this essential tool, enshrined in the law of January 3, 1977 on architecture.
The National Council of the Order of Architects (CNOA) reminds us that architectural competitions are a method of public procurement:
- appreciated because it offers elected officials the choice of an architectural project adapted to the requirements of simplicity, usability and quality
- educational, because it allows elected officials to evaluate different responses to the same need
- economical, because it frames the project according to the program
- democratic, because it ensures transparency and equal access
In a context of severe budgetary constraints, questioning this tool would weaken the quality of public projects and create, in the long term, higher costs for communities and users.
According to Christophe MILLET, president of the National Council of the Order of Architects: “Architectural competitions are not optional; they are a long-term investment in quality construction that benefits public spending. At a time when every euro counts, they are the best guarantee for designing sustainable, energy-efficient buildings that are adapted to their uses and local contexts. Undermining them would be a strategic error.”
The CNOA is fully available to support any evolution of procedures when it contributes to strengthening the general interest and the quality of public procurement and in this spirit, will present to the Government within 15 days proposals for changes to planning permissions.
