“This latest finance law devotes five years of office and an unprecedented budget allocated to energy renovation. Both for the administrations dedicated to the ecological transition, and in particular for housing, and for the financial incentives paid to households to carry out work. Companies took part in this effort, especially during the Covid crisis by continuing to train, invest and plan without having visibility over the years to come. In order for the dynamic to be sustainable in terms of results in 2022 and 2023, structural problems in the sector must be resolved: the development of financing models for major comprehensive renovations, particularly of condominiums, the lack of predictability of financial aid, future regulations , recruitment difficulties, the choice of more local materials for more resilience ... In addition to the investment plan announced by the government supposed to respond to it, a multi-year public investment plan dedicated to energy renovation in the medium term would allow professionals and consumers to make a long-term commitment ”, reacts Marina Offel, responsible for public and legal affairs Hellio.
Access to MaPrimeRénov 'perpetuated in 2022 and Anah strengthened in its missions for individuals
As part of the Recovery Plan, the Ecology program ”of the finance law contributes to the ecological transition, and by extension to the energy renovation of buildings, both private and public, tertiary and social. The sustainability of funds allocated to MyPrimeRenov'distributed by the National Housing Agency (Anah) is confirmed in the amount of 1,7 billion euros, supplemented by 300 million euros from the recovery planEither 2 billion euros in total.
In view of these new missions, the Anah job cap was increased in 2021 to 174 full-time jobs and will be raised to 207 in 2022.
In fact, in parallel with the finance law, it should be remembered that the Government plans to:
- Merge MaPrimeRénov 'and Habiter Mieux Sérénité on January 1, 2022, allowing a better financing of the overall renovation for precarious households. The exact procedures for examining this merged aid remain unclear to this day.

The increase in the ceiling of the Eco-loan system at zero rate

In addition to the banking offers for financing the global energy renovation offered to households, the renovation advance loan created by the Climate and Resilience Act of 2021 and associated with a public guarantee fund, to be deployed in 2022. End of the tax credit for the energy renovation of VSE / SME buildings
The Finance Bill for 2021 had put in place, as part of the Recovery Plan, a tax credit for VSEs / SMEs to encourage them to undertake energy renovation work on their premises. This device, budgeted by the government to the tune of 105 million euros for the year 2021, was only planned for one year.
The proposal to extend this mechanism for two years was rejected by the deputies.
“It would have been relevant to renew this aid and transform it in the form of a lump sum paid at the end of the work, like MaPrimeRénov '. It is a proposal that must be defended for the next term of office. Indeed, the tax credit was a first incentive for businesses to enable them to engage in an energy renovation process for their premises. However, the tax credit format is difficult to mobilize because the recovery of the benefit occurs late in relation to the expenditure incurred. The flat-rate premium is today the best formula for VSEs / SMEs for two main reasons: their cash flows are severely tested by the health and economic crisis. They are less aware of the challenges of energy renovation of buildings than the largest companies ”, regrets Marina Offel.
Increase in energy prices: additional credits for the energy check, clarification on the tariff shield
The rise in energy prices, and in particular gas, since the start of 2021 prompted the government, in September, to announce measures aimed at households which could be strongly impacted with the arrival. of winter.
In 2021, around 5,8 million households benefited from the energy voucher. The credits planned for 2022 include nearly one billion euros. These envelopes are based on an assumption of an increase in the number of beneficiaries to 6,2 million (to which are added 70 beneficiaries in social residences) in view of the possible consequences of the health crisis on income.
In addition, a Government amendment adopted on December 10 clarifies the implementation of the “tariff shield for electricity”, in the face of the sharp rise in energy prices worldwide, thus completing the support provided for gas suppliers. It allows the Government to set, exceptionally during the year 2022, a level of regulated tariffs lower than that resulting from article L.337-6 of the energy code.
