“While the recovery is underway, many experts have measured the financial, economic, social and democratic impact on our communities, our territories and their citizens. Overall, studies show that our communities have stayed the course and are in solid financial health at the dawn of 2022. But this trend masks the very different impact of the crisis on the finances of local communities. On the strength of its partnership with the ANCT (National Agency for Territorial Cohesion), it has decided to devote a specific study to the communities selected by the Small Towns of Tomorrow (PVD) program ” recalls Jérôme Pasco, Mayor of Conches-en-Ouche, Member of the Board of Directors of AFL-ST.

The AFL, the bank owned by local authorities, wished to draw up a precise inventory of the financial health of the small towns of tomorrow over the period 2016-2020, after having published last June a complete barometer on the financial health of local authorities. local.

The main lessons of the study

The financial analysis carried out by AFL highlights the financial difficulties encountered by developing countries, in most of France.

This can be explained, among other things, by the fact that developing municipalities assume centrality costs, while being located in rural areas.

However, the analysis reveals that between 2016 and 2020, the financial scores of developing countries have generally recovered more (+ 8%) than those of all French municipalities (+ 6%).
