1,3 million people in the Ile-de-France region are poorly housed, or 10% of residents, according to the Housing Foundation

The study also counts nearly 3 million people in very precarious housing situations.

Of the 12,3 million inhabitants, a third therefore encounter difficulties with their housing: people without housing, in overcrowded accommodation, in a situation of energy insecurity, or who face expenses that are too high in relation to their income, for example.

A "dark picture" according to Eric Constantin, regional director for the Ile-de-France region of the Foundation, who sees "a worsening of the number of overcrowded households and the number of people without a personal home."

Thus, more than 634.000 people live in a home that is at least two rooms short of normal occupancy, he explained at a press conference. This figure increased by 8% between 2013 and 2020, the date of the last INSEE national housing survey.

There are also 1,2 million people on low incomes experiencing moderate overcrowding, and in total, almost 30% of tenants are affected by overcrowding. The phenomenon is "twice as common in the Île-de-France region as elsewhere in France."

As for the 288.104 people without personal accommodation, half find themselves forced to be accommodated by a third party.

Here too, "the phenomenon is very Parisian" and is getting worse according to Eric Constantin: the number of social housing applicants who report being accommodated by a third party jumped by 30% between 2019 and 2024.

The regional director notes "the difficulties young people have in accessing independent housing; they leave the family home two years later than elsewhere in France."

Rents in the Paris region increased 1,6 times faster between 2002 and 2022 than household income, which spends 34% of its income on housing.

More than 350.000 people have unpaid rent or charges and in 2024, 8.106 households were evicted in Ile-de-France, a record.

The Foundation counts 125.523 homeless people, including approximately 4.000 homeless people and 4.150 slum dwellers, the others being housed in reception facilities.

"The state has tripled its accommodation places since 2012, but the system remains under constant pressure," laments Eric Constantin.
